Duties
The Operations Manager leads and coordinates the delivery of highway maintenance programming and operations. The position has direct responsibility for all aspects of highway maintenance programming and operational delivery such as allocation of human and financial resources, preventive maintenance planning and implementation, administration of road closures and related policies, management of partnerships agreements with provincial authorities, and repair & maintenance program for heavy/light fleets.

Current vacancy is located in Jasper, AB where the successful applicant will be responsible for the oversight and management of Highway 16, Highway 93 North, Highway 93A and ancillary roadways.

Successful completion of an approved post-secondary program in civil technology or an acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCE

EX1: Significant and recent* experience in the operation and maintenance of major roadways** and/or garage operations. Relevant experience*** in Asset Management may be considered.
EX2: Experience in the supervision and performance management of employees occupied in the operation of heavy equipment and/or labour disciplines.
EX3: Experience in managing financial resources.
EX4: Experience in managing relationships with a variety of stakeholders.

Significant and recent is defined as having two (2) years of experience within the last five (5) years.
**Major roadways is defined as a road with an AADT of 2000 or more.
***Relevant experience should include details on how asset management followed an annual cycle, how it conformed to predetermined standards and how it contributed to public safety.

ASSET EXPERIENCE
AEX1: In managing a transportation corridor in an avalanche prone area.
AEX2: In the supervision of maintenance and minor capital engineering works projects associated with highways. Relevant experience in Asset Management may be considered.

ASSET KNOWLEDGE:
AK1: Highway maintenance methods and equipment including managing the avalanche operational risk for a transportation corridor.

Conditions of employment
Reliability Status security clearance

Ability to obtain and maintain valid reliability status
Maintenance of a valid class 5 drivers licence
Willingness to wear identifier clothing and required safety equipment;
Willingness to travel over roads closed to the general public and to work under avalanche hazard conditions;
Willingness to travel and/or work in a variety of weather conditions and terrain for extended periods of time;
Requirement to work shift work, overtime, weekends and/or statutory holidays, provincial/territorial holidays and call back or standby duty.
