Job Overview
Reporting directly to the Chief Administrative Officer (CAO), the Director of Operations and Utilities (O&U) is responsible for leading and mentoring a professional team of managers to oversee the operations and maintenance of the municipality's operations and utilities services. This role includes ensuring the efficient and effective management of physical infrastructure, water and wastewater systems, fleet and other municipal services. In addition to establishing and maintaining a comprehensive business plan for the department the Director will manage budgets, support the development of department managers, and foster a culture of work place safety and continuous improvement to enhance service delivery and community wellbeing. Working closely with municipal leadership, Parks Canada, interdepartmental teams, residents and external stakeholders, the Director will ensure collaborative and cohesive service delivery across all operations and utilities functions. 

Position Requirements

Job Requirements 
Bachelor's degree in Civil Engineering, Public or Business Administration, or a related field.  
• Minimum of 10 years of progressive experience in public works or utilities management, with at least 5 years in a leadership role. 

• Incident Command System (ICS) 300 or higher.  

• Professional designation in a relevant field such as Professional Engineer (P.Eng), Project Management (PMP), or Public Works Professional-Management (CPWP-M) is highly desirable. 

• National Advanced Certificate in Local Authority Administration (NACLAA) Level I or II is highly desirable. 

• Demonstrated experience in budget management and strategic planning. 

• Extensive knowledge of federal, provincial, and municipal regulations related to public works and utilities.
